Usually if a cat is missing patches of fur around her tail it means that she is having allergies to fleas or other environmental irritants. Check out http://www.drsfostersmith.com because they sell a lot of products that can help with this.

First, check for fleas. See if the cat has black or brown small specks on her neck or by her tail. That is the most common place fleas lay eggs. If it isn't fleas, and there is no bloody spots or you don't see the cat scratching, you definitely need to go to the vet. It could be the start of a fungal grown or even Mange. Cats that are outdoors can get a fungus from the dirt pretty easily. My cat hat it on his ears one time and his fur fell out on the tips of his ears.
